The history of Hospital de Santa Maria dates back to 1934, when the Decree-Law on the creation of the administrative commission for new university buildings, chaired by Professor Francisco Gentil, was approved. This commission would then be responsible for the buildings that would house the school hospitals, both in Lisbon and in Porto. The then School Hospital of Lisbon was designed by the German Hermann Distel in 1938 and its construction started in 1940, in Campo Grande.

On September 15, 1979, Law nº 56/79 was created in Diário da República, which created the National Health Service (SNS), realizing the right to health protection, the provision of global health care and access to all citizens, regardless of their economic and social condition, under the terms of the constitution.In the last 40 years, the NHS has generated health gains that have placed Portugal at the top with regard to the quality of life of millions of citizens and reduced many of the inequalities in Portuguese society.
The Portuguese Constitution states that all citizens - including foreigners - have the right to receive global health care and for this reason, all existing health facilities should be made available on the exact extent of the needs of each and regardless of their conditions economic, social and cultural.
EU citizens with a valid European Health Insurance Card (EHIC) or equivalent will be able to use the Portuguese public healthcare system free of charge for up to 90 days, and thereafter will need to be registered as official legal residents to continue using the system. Citizens of some European Economic Area (EEA) countries will also be able to take advantage of this reciprocal healthcare agreement.
The National Health Service (SNS) in Portugal has a network of bodies and services which provide complete healthcare to the whole population, through which the State guarantees peoples' right to health.
